2. Does the add-on fix Blender's motion blur rendering issues with Geometry Node Hair?

Unfortunately, no. The add-on does not include fixes for motion blur issues in the native Geometry Node Hair system. This is a Blender-level limitation related to the rendering setting and compatibility.
